Job Description

  • Coordinating with Purchasing Department for supplier’s quotations of materials, manpower & equipment and proposing the best alternative to the project management.
  • Acquiring material estimates and actual site measurements, quantity take-off.
  • Review working drawings for estimates and Billing.
  • Review As built drawings for finalization of remeasured contracts.
  • Analysis and Preparation of Cost Proposals / Variation Orders (Variations and Cost Savings).
  • Valuation of construction work for interim payments, valuing change, assessing claims for loss and expense.
  • Justifications of valuations and costs of works with the Engineer, Sub-Contractors and suppliers.
  • Responsible for the recommendation of Sub-contractor and preparation for Sub-contract Agreements.
  • Attending project coordination meetings with Client, Consultant, Sub-contractor and other governmental authorities.
  • Works with the Planning Department in the preparation of Progress Reports and Extension of Time Claim.
  • Drafting correspondence and providing advice to the Project Management related to contractual rights and responsibilities of the Contractor and any default by the Engineer and/or Employer.
  • Preparation of Cash Flow Forecast and monthly comparison with Actual cashflow.
  • Verification of contractual requirements and compliance of bonds and provision thereof.
  • Procurement, maintenance and logging of project insurances.
  • Preparation of contractual notices and additional Contractual Claims/Disputes.

Key Responsibilities:

  • Ensure commercial and contractual compliance of the projects at hand.
  • Coordinating with Purchase Department for the details of supplier’s quotations for materials, manpower & equipment and finalization of the suppliers list based upon their merit.
  • Manage the estimating activities and ensure that the contract is valued pursuant to the Conditions of Contract within the stipulated time restrictions.
  • Preparation of Bill of Quantities (BOQ) in accordance with international standards (Principles of Measurement International, FIDIC, JCT, NEC, others) for works of construction.
  • Monitors take off quantities (civil, electrical and mechanical works from drawings).
  • Monitoring of site inspection reports for various works as per approved construction drawings and site verification of works executed by the contractor.
  • Preparation of rate analysis for variation orders for changes in the contract scope and certification from consultant.
  • Creation and monitoring commercial logs for both upstream and downstream including (payments, variations, bonds and insurances) for regional projects.
  • Creating, organizing and maintaining resources’ logs (manpower and equipment) for payments, purchase orders and actual costs. Liaising with relevant internal departments for gathering quotations, comparison sheets, vendor creation, creation of purchase orders, cost booking and payments.
  • Preparation of project reports, cost reports and financial reports included in the Progress reports.
  • Verification and certifications of resources and materials procurements.
  • Approval of contractor’s running bills after valuation of construction work, valuation of change and assessment of claims for loss and expenses.
  • Scrutinizing, processing and certifying final account bills, which involves verification of contractor bills with the applicable terms and conditions with compliance to the statutory requirements.
  • Preparation of final job close out report and analysing with theoretical quantities versus actual quantities used to assist in the preparation of as-built drawings. 
  • Preparation of commercial and contractual correspondences. 
  • Liaise with the Planning Department for the preparation of Progress Reports and request for Extension of Time Claims.
  • Preparation and substantiation of Cost Claims (Disruptions, Payment Delays, Incorrect certifications, Extension of Time, etc.)
